This collection of articles discusses the dynamics of public policy, governance, and contemporary social issues in the context of developing countries, with a primary focus on the health, economic, democratic, gender, and environmental sectors. Studies from the Philippines highlight how individual, structural, and work environment factors influence the political perceptions of public health workers, which in turn impact bureaucratic performance and ethics. Meanwhile, a number of studies from Indonesia evaluate the effectiveness of public policy in various sectors, such as malaria control in the Riau Islands Province, cheap market operations to curb inflation in East Belitung Regency based on William N. Dunn's policy evaluation framework, and the implementation of urban waste management technology policy in the city of Depok. Other articles examine broader normative and political issues, including the polemic over the revision of Indonesian National Army regulations from the perspective of civil-military relations and democracy, as well as feminist critiques and the maqāṣid al-sharī‘ah approach to polygamy permit regulations in order to assess gender justice in government policy. Comprehensively, these articles show that the success of public policy is largely determined by the quality of its formulation and implementation, its sensitivity to democratic values and social justice, and the suitability of the policy to the local context and community needs in the Philippines and Indonesia.

This publication generally discusses the dynamics of governance, public policy, and community participation in national and international contexts. A number of articles highlight the implementation of government policies in disaster management through search and rescue agencies in Indonesia, bureaucratic simplification in Lumajang Regency, and crisis communication by the Makassar City government in responding to the COVID-19 pandemic. These three studies show that the effectiveness of public policy is largely determined by institutional capacity, cross-sector coordination, and the government's ability to build public trust through transparent and inclusive communication. These findings emphasize that governance reform and crisis response depend not only on formal regulations but also on implementation practices at the local level.
In addition, this publication raises strategic global and comparative issues, such as the development of palm oil as a renewable energy source in Indonesia in the face of international negative campaigns, e-democracy practices and the challenges of citizen participation in Liberia, and the role of local elites as collaborative networks in regional development through a systematic literature review. These articles emphasize the importance of policy innovation, public diplomacy, digital transformation, and multi-actor collaboration in responding to sustainable development challenges. Overall, this publication reflects the contributions of authors from various countries, including Indonesia, Thailand, Liberia, and Turkey, who enrich the academic perspective on governance, democracy, and development in both local and global contexts.

This collection of articles discusses strategic issues in public administration, public policy, governance, and the social role in democratic development in Indonesia. The themes covered include the impact of work stress on the mental health and behavior of police officers, the importance of public participation in regulatory design, the implementation of village fund allocation policies, the effectiveness of performance-based budgeting in state finances, local government policies in creating inclusive cities for people with disabilities, and the role of women in preventing radicalism through religious organizations. Methodologically, the articles use various approaches, ranging from quantitative empirical research, qualitative policy studies, regional case studies, to systematic literature reviews. The main findings emphasize that the success of public policy is largely determined by the quality of human resources, community participation, institutional capacity, and policy sensitivity to social, psychological, and inclusivity aspects.
In terms of the authors' backgrounds, all articles were written by Indonesian academics and researchers with academic backgrounds in public administration, public policy, law, public finance, criminology, police studies, Islamic studies, and social sciences. The authors come from various universities and academic institutions in Indonesia and are actively engaged in studying issues of governance, public service, and social development. Collectively, these articles make a strong scientific contribution to the development of public policy literature in Indonesia, while offering practical recommendations for central and regional governments to improve the quality of governance, social justice, and the stability of democracy and national security.

These six articles examine strategic issues covering economics, defense, and governance using a variety of analytical approaches. The study on the differences between bankruptcy prediction models highlights how domestic models and those commonly used internationally differ in terms of variables, accuracy, and contextual suitability, particularly in analyzing income conditions in the private sector in developing countries. National defense issues are discussed in two articles that emphasize the importance of government collaboration and bilateral cooperation as key instruments in strengthening national defense capabilities. Both studies show that inter-agency synergy, defense diplomacy, and cross-border strategic cooperation are crucial factors in addressing complex and multidimensional contemporary security challenges.
The next focus is on the issues of decentralization, electoral democracy, and public service innovation. The establishment of new autonomous regions is analyzed as an effort to improve regional welfare, with findings that regional expansion does not always have a positive impact if it is not accompanied by institutional readiness, fiscal capacity, and quality of regional governance. The dynamics of electoral democracy are examined through the role of informal actors in elections, which shows that social pressure and informal practices can influence voter lists and voting behavior, thereby potentially weakening the quality of substantive democracy.
Meanwhile, smart city policies are analyzed as a strategy to improve the quality of public services, with an emphasis on the use of digital technology, community participation, and bureaucratic adaptation in urban governance. This paper has a global perspective with authors who are qualified academics from Indonesia.

This publication summarizes studies focusing on local economic development, village policy innovation, and social welfare program evaluation. An article on developing village economic potential through Village-Owned Enterprises (BUMDes) emphasizes that community-based management of local potential can improve the economic welfare of villagers in a sustainable manner. Furthermore, a study on policy innovation models through the Integrated Village Program shows that cross-sector integration, collaboration between local actors, and village leadership are key factors in successful village development. Meanwhile, research on the implementation performance of the Family Hope Program (PKH) in Jember reveals that this conditional social assistance program is quite effective in improving access to education and health, although it still faces administrative obstacles and challenges in targeting beneficiaries accurately.
Then, it highlights the dynamics of public space, public response to state policies, and conceptual reflections on democracy in Indonesia. Research on social media as a public space in Central Java shows that official government accounts play an important role in building two-way communication, transparency, and the image of the government, even though public participation is still limited.
An article on Muslim resistance to health policies during the pandemic reveals tensions between state policies and religious values, influenced by factors such as trust, risk communication, and government legitimacy. Meanwhile, a meta-analysis of democracy in Indonesia confirms that national democratic practices still face structural challenges, ranging from the quality of political participation and power oligarchy to weak substantive democratic institutions. The authors are academics from universities in Indonesia who have expertise in their respective fields, particularly in Government Science.
